Change in FEHB Open Season Declaration in EPP Annual Reminder

Summary

If an employee makes a Federal Employees Health Benefits (FEHB) open season change in the Employee Personal Page (EPP) and notifies the Agency that they have changed their mind on the FEHB enrollment code selection made in EPP, the Agency must delete the action from the Web-based Entry, Processing, Inquiry, and Correction System (EPIC Web), EmpowHR, or the Agency's Front-End System Interface (FESI).

Note: The Agency's human resources (HR) office must notify the National Finance Center's (NFC) Benefits Processing Section of the change via ServiceNow. Failure to do so may result in the insurance carrier enrolling the employee in the incorrect plan. When submitting a ServiceNow ticket related to open season, please include a clear explanation in the Description field detailing what occurred and the specific action the Agency is requesting NFC to take. Example: Please send the attached SF 2809 for Jane M. Doe to the Carrier to void the EPP Open Season election to plan 341. The employee wishes to remain enrolled in plan 112.

Implementation

If an employee makes an FEHB open season change in EPP and decides the change is incorrect or unnecessary, the employee must notify their Agency of the change. Agencies must void the open season change in EPIC Web, EmpowHR, or FESI and submit a ServiceNow ticket to inform NFC so that NFC can notify the insurance carrier.

Submitting a Voided FEHB Open Season Change in ServiceNow:

  1. Connect to the NFC website.
  2. Select the Contact Us link. 

For Federated users, select the Log into Console (eAuth) button to log in to the ServiceNow Customer Service Portal.

OR

For Non-Federated users, select the Log into Console button to log in to the ServiceNow Customer Service Portal.

  1. Select Submit Case.
  2. Under Categories select the Tax and Benefits Processing.
  3. Select Create a FEHB Case.
  4. Select the category Open Season from the drop-down options.
  5. Enter detailed information in the Description field, including the user's full name as displayed in the Information/Research Inquiry System. Do not include any personally identifiable information in the Description field as this will result in closure of the case.

Note: Do not forget middle initials and suffixes.

  1. Attach a voided SF 2809, Health Benefits Election Form.
  2. Select Submit.

Note: NFC sends all enrollments to the carrier daily. If a ServiceNow ticket is not submitted by the Agency to void the incorrect open season change, the employee will be enrolled in both the correct and incorrect plans.
